There is no heading for keychains. Customs classifies them by the material of the part that gives them their character, so a steel, zinc, plastic or leather keychain each has its own code.

How to tell
The split ring is usually steel, but it rarely decides the code. Look at the charm or body that gives the keychain its look and purpose. In ruling N304578 CBP classified three key rings with steel split rings in three different headings, by the metal of the body: zinc, aluminum and steel.

General (MFN) duty rates. Lower rates may apply under trade agreements; extra duties may apply depending on the country of origin. UK and EU columns show the rate for the six-digit subheading (most lines where a few specific products differ).
Mistakes to avoid
Function beats material. A bottle-opener, flashlight or multitool keychain is classified as the opener, light or tool, not by its metal.
Plush and figure keychains can be toys when the figure is the main point, which moves them to Chapter 95.
Zinc alloy is not “steel”. Most shiny cast charms are zinc alloy; check with your supplier before you declare steel.

How this page is checked
Every code above exists in the current US tariff schedule (Revision 21 (2026)). The build stops if a code disappears.
Duty rates are read from the official data, not typed by hand: USITC for the US, the UK Trade Tariff for the UK and the EU.
Ruling quotes are checked word for word against the ruling text, and rulings that are revoked or modified are removed.
